Travel Advisory during COVID-19

As entry or exit requirements may change at very short notice, guests are advised to take the travel advisories as a guide only and to check with relevant governments for their requirements.

Please note it is our guests’ responsibility to ensure they meet the travel criteria and have all appropriate approvals and documents. Without this RB is not permitted to allow guests to travel in-line with international air transport regulations.

Foreign Nationals entering or exiting Brunei Darussalam

Effective 15 September 2020, foreign nationals may be allowed entry into Brunei for essential business travel and other considerations on a case-to-case basis. All visitors arriving into Brunei (with appropriate approvals and documentation from the Brunei government), will be required to undergo a minimum of 2 to 14 days self-isolation period immediately at appointed monitoring centres in accordance with the Infectious Diseases Act (204). Any foreign nationals who receive permission to travel into Brunei will also be required to present:

  • Valid Entry Travel Pass
  • A negative COVID-19 Polymerase Chain Reaction (RT PCR) test result from a designated medical center that is recognized by the government of the country of departure; undertaken within 72 hours prior to the departure time of travel to Brunei. Official document must clearly state “RT PCR” in order to be authenticated. (This document can be presented as either hard copy or e-copy, for example on a mobile phone.)
  • Proof of valid hotel booking for at least 6 days starting on the day of arrival.
  • Proof of a valid air ticket
  • Proof of a valid visa (for visa-required passport holders)
  • Proof of payment for post-arrival COVID-19 PCR test, if applicable.
  • Proof of installation of BruHealth app on mobile device

Guests who fail to present all required documents will be denied boarding.

Australia has announced that its borders will gradually re-open from 00:01 AEST on 1 November 2021. Australian citizens, permanent residents, and immediate family members, who are fully vaccinated, can exit and enter Australia without seeking an exemption.

Guests are required to meet the following criteria for travel:

  • You are an Australian citizen or permanent resident.
    • If you are a foreign national (including immediate family members of Australian citizens and permanent residents, i.e. a spouse, a de facto partner, a dependent child, a legal guardian or a parent), you must hold a valid visa and a travel restriction exemption.
  • Be fully vaccinated with a TGA approved or recognised vaccine at least 7 days prior to arrival in Australia. Children under the age of 12 and those who cannot be vaccinated due to a medical condition are exempted from this requirement.
    • Two doses at least 14 days apart of:
      • AstraZeneca Vaxzevria
      • AstraZeneca COVISHIELD
      • Pfizer/BioNTech Comirnaty
      • Moderna Spikevax
      • Sinovac Coronavac
      • Bharat Covaxin
      • Sinopharm BBIBP-CorV (for ages 18-60 only)
    • Or one dose of:
      • Janssen-Cilag
  • Present a valid vaccination certificate in English, or accompanied by a certified translation
    • If you are vaccinated in Australia, the Australian Government issued International Covid-19 Vaccination Certificate (ICVC) is accepted; or
    • If you are vaccinated outside of Australia, a paper or digital vaccination certification issued by a national or state/provincial level authority or accredited vaccination provider, with the following information:
      • the passenger’s name as it appears in the passport
      • either the passenger’s date of birth or passport number
      • the vaccine brand name; and
      • either the date of each dose or the date on which the passenger completed a full course of immunisation.
  • Present a negative result for a PCR test taken within 3 days before flight departure.
  • Complete the Australia Travel Declaration at least 72 hours before flight departure.
  • Comply with all other requirements set-forth by the Australian government and state/territories. Please check the latest requirements to confirm your eligibility before booking.

All guests arriving into Australia who do not meet these criteria will be subjected to Australia’s travel restrictions as well as state or territory quarantine requirements of the jurisdiction where they arrive into Australia. If you do not meet these criteria and wish to travel to Australia, please contact Royal Brunei Airlines to make arrangements.

Masks are mandatory for the duration of the flight and while in Australian airports, and should also be worn in airports in other countries.

To minimise the spread of COVID-19, Singapore has implemented public health and immigration measures.

Guest will not be allowed to board the aircraft for a flight if he or she:

  1. has a fever, cough, runny nose, sore throat, anosmia (loss of sense of smell), or shortness of breath;
  2. has been diagnosed or suspected to have COVID-19 infection in the last 21 days;
  3. has had close contact with any case of COVID-19 in the last 14 days; or
  4. displays any of the COVID-19 symptoms

All guests, regardless of nationality, are required to take a COVID-19 PCR test upon arrival in Singapore.

Effective 31 January 2021 2359 hours, visitors applying to enter Singapore will need to have travel insurance for their COVID-19-related medical treatment and hospitalisation costs in Singapore, with a minimum coverage of S$30,000. The travel insurance will help them pay for the costs of their medical treatment in Singapore should they be suspected of being infected with COVID-19 or require medical treatment for COVID-19 while in Singapore. The visitors can purchase the travel insurance from Singapore-based or overseas insurers. A list of available insurance products can be found at the SafeTravel website.

Applications for the Air Travel Pass (ATP) for short-term visitors travelling from Brunei Darussalam to Singapore is suspended with immediate effect. This will be replaced with Vaccinated Travel Pass (VTP) in which application is open from 1 September 2021 for entry into Singapore from 8 September 2021.

Reciprocal Green Lane (RGL)

The Brunei Darussalam government has announced the resumption of the Reciprocal Green Lane (RGL) Arrangement between Brunei Darussalam and the Republic of Singapore effective from Monday, 12 July 2021 to facilitate essential business and official travel for travellers on both sides.

Vaccinated Travel Lane (VTL)

RB will operate 2x weekly dedicated Vaccinated Travel Lane (VTL) flights to Singapore for travellers who are fully vaccinated with approved vaccines recognised by the World Health Organisation (WHO).

Singapore Citizens, Permanent Residents and Diplomats do not need to apply for a Vaccinated Travel Pass (VTP) to travel to Singapore under the Vaccinated Travel Lane (VTL), as they can return to Singapore without the need for entry approval. However, Singapore Citizens and Permanent Residents are still required to adhere to the Vaccinated Travel Lane (VTL) requirements.

Please be advised that without the appropriate supporting documents and explicit approval from the Prime Minister’s Office, citizens and residents of Brunei will not be permitted to check-in or fly from Brunei International Airport. It is our guests’ responsibility to ensure that they meet the criteria and have all appropriate approvals and documentation. Without this, in line with international air transport regulations, RB is not permitted to allow guests to travel.

Guests who have obtained Exit Approval from the Prime Ministers’ Office (PMO) to travel on the Vaccinated Travel Lane (VTL) are reminded to adhere to the strict health protocols of Singapore.

Requirements for travellers entering Singapore on or after 19 October 2021

Guests who travel via the Vaccinated Travel Lane (VTL) from Brunei to Singapore on or after 19 October 2021 are required to:

  • Have remained in Brunei Darussalam or any of the VTL countries in the last 14 days
  • Obtain Exit Approval from the Prime Ministers’ Office (PMO) through the Travel Portal.
  • Present a valid Vaccinated Travel Pass (VTP) for the specific entry period into Singapore. Children aged 12 and below in the calendar year (i.e. in the year 2021, those who are born in or after 2009) are exempted from this requirement.
  • Be fully vaccinated. This means you must have received two (2) doses of approved COVID-19 vaccine and depart at least 14 days after receiving your second dose. Children aged 12 and below in the calendar year (i.e. in the year 2021, those who are born in or after 2009) are exempted from this requirement.
  • Provide evidence of a negative Polymerase Chain Reaction (PCR) test result for COVID-19 test at least 48-hours before departureChildren aged two (2) and below (in the calendar year) are exempted from this requirement.
  • Undergo Polymerase Chain Reaction (PCR) test for COVID-19 upon arrival at Changi International Airport and self-isolate in your declared accommodation until you receive a negative test result. Children aged two (2) and below (in the calendar year) are exempted from PCR-test for COVID-19 upon arrival.
  • Present proof of vaccination status through the BruHealth app on their mobile devices at airport check-in and upon arrival at Changi. The Brunei-issued vaccination booklet (yellow booklet) is not listed as an acceptable proof of vaccination, therefore will not be recognised at airport check-in and upon arrival at Changi.
  • Meet other requirements of the VTL that can be found at https://safetravel.ica.gov.sg/.

Travellers who have paid for the Day 3 and Day 7 COVID-19 PCR tests during their Vaccinated Travel Pass (VTP) application but enter Singapore on or after 19 October 2021 will be refunded for these test charges. For those entering Singapore before 19 October 2021, the existing Vaccinated Travel Lane (VTL) requirements will continue to apply, including the need for the Day 3 and Day 7 tests. 

Unvaccinated Children

Effective 19 October 2021, unvaccinated children aged 12 and below (in the calendar year) will be eligible to travel on Vaccinated Travel Lane (VTL) flights with the following requirements:

  • Must be accompanied by a fully vaccinated Vaccinated Travel Lane (VTL) traveller
  • Must comply with all other Vaccinated Travel Lane (VTL) requirement
  • Not required to apply for a Vaccinated Travel Pass (VTP)

Applying for Vaccinated Travel Pass (VTP)

Applications for a Vaccinated Travel Pass (VTP) must be made between 7 and 30 calendar days prior to their intended date of entry into Singapore.

Citizens and residents of Brunei Darussalam are reminded that Exit Approval from the Prime Ministers’ Office is still required.

Vaccinated Travel Lane (VTL) FAQ

In accordance with the Philippines Department of Transport, guests entering and departing from Manila (Ninoy Aquino International Airport) are required to wear a face shield and face mask onboard the aircraft and at the airport. Guests are reminded to bring your own face shield and face mask. All passengers are required to download and register an account in the TRAZE CONTACT TRACING mobile app prior to entering The Philippines.

In compliance with Philippine regulations, the Inter-Agency Task Force on the management of Emerging Infectious Diseases (IATF-EID), guests are required to follow the arrival and quarantine protocols for non-OFWs and returning Overseas Filipinos & Foreign Nationals when travelling to the Philippines. Guests are reminded that it is your responsibility to follow, meet all entry/exit guidelines of the Philippines and pre-book Bureau of Quarantine (BOQ)-accredited quarantine hotel.

The Philippine Bureau of Quarantine (BOQ) has implemented a paperless solution for the Health monitoring and contact tracing process through the One Health Registration and Electronic Health Declaration Certificate (e-HDC). All passengers are mandated to register to the BOQ One Health Pass (OHP) to declare their personal information, health status, and travel history. Here’s the two-step registration process:

Prior to the Departure date, register through https://www.onehealthpass.com.ph and complete all required fields. Please ensure that a copy of the unique Transaction Number is saved. This number will be required for the e-HDC Registration on the day of departure.

On the day of Departure, all passengers must fill up the e-HDC at https://www.onehealthpass.com.ph/e-HDC/ by entering the unique Transaction Number generated during the One Health Pass Registration. This will allow the passengers to retrieve their records which will direct the passengers to the Health Declaration process. Upon completing all the information, the passenger will receive a unique QR code which will be required during Check in. It is recommended to have a screenshot saved on your mobile phones or a print out (if registration is done through a PC workstation/laptop) to avoid any inconveniences during Check in. Children and Infants should have individual One Health Pass and e-HDC Registration. Parents can do the registration on their behalf and ensure that a file of the QR Code of each passenger is saved. This e-HDC QR code is subject for validation upon arrival in the Philippines.

Passengers will not be allowed to board unless the process is completed.

Isolation, Quarantine and Vaccination Status Protocols

The following protocols will be effective 18 October 2021 onwards for ‘Green’ and ‘Yellow’ List countries/territories/jurisdictions entering the Philippines through all ports of entry. Guests from ‘Red’ List countries/territories/jurisdictions are not allowed to enter the Philippines.

Protocols for guests travelling from Yellow List countries/territories/jurisdictions (Brunei is listed as Yellow List country):

Fully Vaccinated Individuals are required to:

  1. Undergo hotel facility-based quarantine in the Philippines until the release of a negative RT-PCR test taken on the 5th day.
  2. Followed by home quarantine until their 10th day, with the day of arrival being the 1st day.
  3. Foreign nationals shall be required to secure their pre-booked accommodation (DOT Accredited) of at least 6 days.

Unvaccinated, partially vaccinated or individuals whose vaccination status cannot be independently verified/confirmed by PH authorities as valid and authentic are required to:

  1. Be in a facility-based quarantine until the release of their negative RT-PCR testing taken on the 7th day of arrival.
  2. Followed by home quarantine until their 14th day, with the day of arrival being the 1st day.
  3. Foreign nationals are to secure their own pre-booked accommodation (DOT Accredited) of at least 8 days.

To validate the vaccination status:

  1. Overseas Filipino workers and their spouse, parent/s, and / or children traveling in the Philippines or abroad, non-OFWs vaccinated in the country or abroad, and foreigners vaccinated in the Philippines can present either their VaxCertPH digital vaccination certificate, BOQ/World Health Organization (WHO) – issued International Certificate of Vaccination or Prophylaxis (ICV), or the national/state digital certificate of the foreign government where they were vaccinated.
  2. In the case of foreigners vaccinated abroad, they can present WHO-issued ICV, or the national/state digital certificate of the foreign government.

Essential information to enter England from overseas

From 4am Monday 4 October 2021, the rules for international travel to England will change from the red, amber, green traffic light system to a single red list of countries and simplified travel measures for arrivals from the rest of the world. The rules for travel from countries and territories not on the red list will depend on your vaccination status.

You will qualify as fully vaccinated if you are vaccinated either:

  • under an approved vaccination programme in the UK, Europe, USA or UK vaccine programme overseas
  • with a full course of the Oxford/AstraZeneca, Pfizer BioNTech, Moderna or Janssen vaccines from a relevant public health body in Australia, Antigua and Barbuda, Barbados, Bahrain, Brunei, Canada, Dominica, Israel, Japan, Kuwait, Malaysia, New Zealand, Qatar, Saudi Arabia, Singapore, South Korea, Taiwan or the United Arab Emirates (UAE)

You must have had a complete course of an approved vaccine at least 14 days before you arrive in England.

You must be able to prove that you have been fully vaccinated (plus 14 days) with a document (digital or paper-based) from a national or state-level public health body that includes, as a minimum:

  • forename/first name and last name/surname(s)
  • date of birth
  • vaccine brand and manufacturer
  • date of vaccination for every dose
  • country or territory of vaccination and/or certificate issuer

If your document from a public health body does not include all of these, you must follow the non-vaccinated rules. If not, you may be denied boarding.

The rules for fully vaccinated people will also apply if you are either:

  • under 18 and resident in the UK or one of the listed countries or territories with approved vaccination programmes
  • taking part in an approved COVID-19 vaccine trial in the UK or USA – in due course, we expect to extend this to other countries

Failure to comply with these measures is a criminal offence and you could be fined.

Fully Vaccinated Rules

If you qualify as fully vaccinated you will have to:

  • book and pay for a day 2 COVID-19 test – to be taken after arrival in England
  • complete your passenger locator form – any time in the 48 hours before you arrive in England
  • take a COVID-19 test on or before day 2 after you arrive in England

Under the new rules if you qualify as fully vaccinated, you will not need to:

  • take a pre-departure test
  • take a day 8 COVID-19 test
  • quarantine at home or in the place you are staying for 10 days after you arrive in England

Non-Vaccinated Rules

If you do not qualify under the fully vaccinated rules (includes partially vaccinated and not vaccinated guests), you must follow the non-vaccinated rules. Before you travel to England you must:

  • quarantine at home or in the place you are staying for 10 days
  • take a COVID-19 test on or before day 2 and on or after day 8

You may be able to end quarantine early if you pay for a private COVID-19 test through the Test to Release scheme.

Effective 1 December 2020, All China-bound guests, regardless of nationalities, are required to present a green HS code (Chinese nationals) or HDC code (Foreign nationals) on their mobile devices or in print in order to board the flight. Guests are advised to upload copies of their negative COVID-19 Nucleic Acid Test (NAT) result and a negative IgM anti-body test from an authorized testing institution; within 2 days before boarding via Wechat (Chinese nationals) or website https://hrhk.cs.mfa.gov.cn/H5 (Foreign nationals) and fill in the required information. The Chinese Embassy will issue a green HS code (Chinese nationals) or HDC code (Foreign nationals) as soon as it verifies the results. Guests who fail to present all required documents will be denied boarding.

Effective 20 May 2021, all travellers into the Kingdom of Saudi Arabia, except for Saudi citizens, are required to complete institutional quarantine at their own expense starting from the time of arrival at the institutional quarantine facilities. Travellers must have valid medical insurance to cover the treatment of COVID-19. The medical insurance should also cover the costs of treatment in outpatient clinics, emergencies, and hospitals; including institutional quarantine for a period of up to 14 days.

Immune travellers must fill out the Registration Immunization Information Form before traveling to the Kingdom to allow them to register their immunization data which will enable them to use TAWAKKALNA APP. This does not apply to Saudi Citizens and exempted categories.
